Dubai’s Crown Prince has approved a comprehensive set of policies aimed at transforming the emirate into one of the world’s most beautiful, liveable, and healthiest cities.
The initiatives, unveiled during the UAE Annual Government Meetings 2025, cover a wide range of areas, from urban greening and affordable education to healthcare, aviation, and sports development.
Chaired by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Executive Council of Dubai has endorsed several major projects.
These include the Public Parks and Greenery Strategy, the Aviation Talent 33 initiative, a policy for affordable schools, the Sports Sector Strategic Plan 2033, the establishment of a Financial Restructuring and Insolvency Court, and the expansion of early disease detection services.
Urban Greening and Parks
Dubai will launch more than 800 new greenery projects, including 310 new parks and upgrades to 322 existing ones. The plan aims to triple the number of trees, create 187 square kilometres of green spaces, and use fully recycled water for irrigation.
By 2040, the city hopes to attract 95 million annual park visits and ensure that 80% of residents live within a five-minute walk of a park.
Aviation Talent Development
The Aviation Talent 33 initiative seeks to strengthen Dubai’s position as a global aviation hub. It includes over 15,000 new jobs, 4,000 training opportunities, and more than 30 partnerships. The programme supports Dubai’s vision of doubling its economy and integrating 65,000 Emiratis into the private sector.
Affordable Schools
Around 60 new affordable schools will be built by 2033, adding 120,000 student seats. The government will offer incentives such as reduced fees and lower land lease costs to attract private investment in education.
Global Sports Destination
The Sports Sector Strategic Plan 2033 aims to position Dubai as the world’s leading sports hub. It includes 19 programmes and 75 initiatives across 17 sports, focusing on hosting international events, nurturing local talent, and promoting community participation.
Financial Restructuring and Insolvency Court
A new court will be established to handle financial restructuring and bankruptcy cases, helping businesses reorganize debts and protect creditor rights. The initiative aims to strengthen Dubai’s standing as one of the top three global financial centres.
Early Disease Detection
The emirate will expand early detection services for Emiratis to reduce chronic illnesses and extend healthy life expectancy. The programme targets a 40% increase in colon cancer screening, a 50% rise in vaccination coverage, over 90% patient satisfaction, and appointment waiting times of no more than seven days.
