The Punjab government has decided that all government departments and district offices across the province will operate without paper from 1 July 2026. The move is part of broader efforts to strengthen e-governance and improve the efficiency of public administration.
The decision was made during a meeting of provincial secretaries held at the Civil Secretariat in Lahore and chaired by the Chief Secretary of Punjab.
During the meeting, the Chief Secretary instructed all provincial secretaries to ensure that government departments and field offices are connected to the e-Filing and Office Automation System (e-FOAS) without delay.
Officials also agreed that from the beginning of the next fiscal year on 1 July, all field offices will be required to carry out official correspondence and administrative tasks solely through the digital system.

Speaking at the conference, the Chief Secretary said the shift from conventional paper-based files to the e-FOAS platform demonstrates the government’s progress in introducing information technology into public administration.
He noted that the digital transition has already helped save billions of rupees annually and will further reduce expenses related to paper, stationery and printing. The new system is also expected to make official procedures faster and more transparent.
The Chief Secretary directed all departments to complete employee training and put the required digital infrastructure in place before the 1 July 2026 deadline.
