Govt orders employees to declare foreign nationality within 90 days

The federal government has directed government employees to disclose details of their foreign citizenship, dual nationality and overseas travel documents within 90 days. The move aims to strengthen oversight of the foreign nationality status of civil servants and their dependent family members.

The Establishment Division has issued a prescribed declaration form and asked all ministries and divisions to gather information about officers working under their administrative control. The requirement applies to both employees and their dependents.

Under the new instructions, employees must declare whether they or their dependent family members hold foreign citizenship, passports, residence permits, permanent residency documents or any other foreign travel documents. They must also disclose whether they are married to a foreign national.

Ministries and divisions have been instructed to collect the required details from officers working under them and submit the records according to the prescribed procedure.

The disclosure requirements are part of the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, which were notified on June 1, 2026. Under these rules, civil servants must submit declarations when they join service, provide updates annually and report any relevant changes in their status.

Employees who fail to submit the required information or provide false details may face disciplinary action under the Civil Servants (Efficiency and Discipline) Rules, 2020.

The government has also imposed restrictions on acquiring foreign citizenship and certain overseas travel or immigration documents without prior approval from the competent authority. However, exemptions may apply under the rules.

The latest directive is aimed at ensuring compliance with disclosure requirements and maintaining updated records of civil servants’ foreign nationality and immigration status.
