The Oil and Gas Regulatory Authority (OGRA), in collaboration with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC), has launched a new mobile application called “Raahguzar.”
This app uses Geographic Information System (GIS) technology to help users easily locate authorized petrol pumps and fuel stations across Pakistan.
The launch event took place at OGRA’s headquarter in Islamabad and was attended by senior officials from the Ministry of Energy (Petroleum Division), FBR, Customs, the Explosives Department, as well as representatives from OCAC and the Oil Marketing Association of Pakistan (OMAP).
OGRA’s ‘Raahguzar’ App
The Raahguzar app provides an easy-to-use platform for consumers, district authorities, and law enforcement agencies to identify unauthorized petrol stations, commonly known as “dabba stations.”
Additionally, the app enables users to report illegal fuel stations, price gouging, and fuel quality concerns, promoting greater transparency and empowering relevant authorities to take necessary action.
OGRA Chairman Masroor Khan, with Member Oil and Finance, led the launch ceremony. He emphasized the potential impact of this initiative, highlighting its importance.
Khan explained that the idea for this project originated from discussions between OGRA and FBR in August 2024, aimed at digitizing the oil supply chain.
The launch of “Raahguzar” marks the first step in implementing a comprehensive track-and-trace system designed to improve accountability, reduce financial losses, combat illegal practices, and enhance the overall integrity of the oil sector.
He further stated, “This initiative will address the challenges posed by illegal petrol pumps and malpractices, contributing significantly to the growth and sustainability of the oil sector in Pakistan.”
The launch of “Raahguzar” reflects OGRA’s commitment to using technology to improve governance and ensure a transparent and accountable energy sector.
