Punjab to crack down on polluting heavy transport vehicles

Punjab is preparing to launch a strict crackdown on polluting Heavy Transport Vehicles (HTVs) used by public and private schools, hospitals, and industrial units.

The Environmental Protection Agency (EPA) of Punjab has directed all relevant institutions to ensure that their HTVs undergo inspection and maintenance through the Vehicle Inspection & Certification System (VICS) established by the Transport Department. Failure to comply could result in penalties or even impounding of the vehicles.

“All public and private educational institutions, healthcare establishments, as well as industrial units shall ensure inspection and maintenance of their Heavy Transport Vehicles through Vehicle Inspection & Certification System (VICS), duly established by the Transport Department, employed for pick & drop of students and/or staff.

Any contravention to this order shall be dealt with as per the relevant legal framework,” said a notification issued by EPA Punjab Director General Dr Imran Hamid Sheikh.

The notification further stated, “The EPA Punjab may impound, with the help of local Police, the motor vehicle which is being operated in contravention of these rules after the days mentioned on the direction slip or even after the imposition of an administrative penalty.”

Punjab is currently facing severe smog, which is expected to continue through the winter. Faulty and poorly maintained vehicles have been identified as major contributors to the pollution problem.

Under the Punjab Environmental Protection Act 1997, no vehicle is allowed to emit pollutants or noise beyond the limits set in the Punjab Environmental Quality Standards.

The law authorizes the EPA to order vehicles to install pollution control devices, use specific fuels, or undergo maintenance and testing, and it grants the agency the power to take action and impose penalties for violations.
