How to transfer vehicle ownership in Sindh without seller biometric

The Sindh government has rolled out a new standard operating procedure to assist people who purchase vehicles but later face issues because the seller is unavailable or unable to complete biometric verification.

The Excise, Taxation, and Narcotics Control Department stated that this new procedure makes it possible to transfer vehicle ownership even when the seller’s biometric details cannot be accessed or the seller cannot be located.

This step has been taken to ease problems for genuine buyers and to resolve vehicle transfer cases that have remained pending for long periods.

As per the new procedure, the buyer must submit a written application along with proof of purchase, such as a sale agreement or related documents.

The buyer is also required to publish an advertisement in a national newspaper and submit an indemnity bond or an affidavit.

The process includes biometric verification of the buyer through NADRA within 15 days, complete physical inspection of the vehicle, and submission of original documents along with photographs.

Additionally, two official notices will be issued to the recorded owner as part of the verification process.

After all requirements are fulfilled and verified, the vehicle ownership will be transferred with the approval of the relevant director.

The notification was issued on December 19, 2025, by the Excise, Taxation, and Narcotics Control Department of the Government of Sindh.

Citizens have been advised to approach their nearest Motor Registration Authority for further details and assistance regarding the new procedure.

According to the department, this SOP is expected to provide relief to buyers, improve transparency, and help resolve genuine vehicle transfer cases across Sindh.
