Key reasons behind CSS exam failures identified

The Establishment Division has pointed out the main reasons behind the high failure rate of candidates in the CSS exams each year, according to a written reply submitted in the National Assembly.

It stated that weak English language skills, a narrow intellectual base, and poor selection of optional subjects are the key factors behind low performance. It also mentioned that many candidates struggle with essay writing and the precision skills required for the exam.

The report further notes that a large number of candidates are unable to present their ideas in a clear, organized and logical manner. It adds that many also find it difficult to differentiate between correct and incorrect information, which affects the quality of their arguments. Their answers often lack structure and proper flow.

Official figures show that around 25,000 to 30,000 candidates appear every year for nearly 200 seats, making the competition extremely tough, with about 125 to 133 candidates competing for each position.

The Division also observed that many aspirants take the exam without sufficient preparation, planning, or understanding of public policy and national affairs, which ultimately leads to failure.
