Karachi bus owners challenge E-Challan system in Sindh High Court

KARACHI: The Sindh High Court has received a petition from the city’s bus owners challenging the recently introduced E-Challan system.

The petition argues that the Sindh government’s notification implementing the system is unlawful, claiming that the proper legal requirements have not been met. “The rate of fines is not just, in view of the condition of the city’s roads and unclear traffic signs,” the petition states.

Petitioners warned that fines of Rs. one lakh on commercial buses could severely damage the transport business. “The camera monitoring system is good but the amount of fines is unbearable,” their lawyer added.

The petition further claims that, under the Motor Vehicles Act 2025, only a magistrate has the authority to decide on punishments for traffic violations.

Petitioners also noted that traffic courts have yet to be established, meaning fines should not currently be enforced.

“The absence of fixed bus stops means vehicles are being fined simply for stopping to let passengers on or off,” the petition highlighted.

The Sindh government recently introduced the E-Challan system as part of efforts to improve traffic compliance in Karachi.

While some have welcomed the initiative as a positive step toward better traffic management, many citizens have expressed frustration over the high fines.
